This riff is a good example of what is meant by chord phrasing, which takes chords and articulates them with arpeggios, polyphonic ringing notes, or subtle syncopation, rather than just strumming. The chord progressions by themselves actually work quite well by themselves, but the phrasing brings so much more texture and dimension to the piece.
There are many ways to finger this phrase. Work with it until you find smooth and comfortable fingering, then make a clear mental note of the fingering that works.
